Michigan has no statewide ban on container homes, and no statewide permission either. What it does have is an actual container section in the state building code, a factory-built pathway most people never hear about, and 42 inches of frost to design around.
Container homes in Michigan are legal in the sense that no state law prohibits them, and Michigan is further along than most states in telling you how to build one correctly. They are also not automatically permitted anywhere, because Michigan does not decide what goes on your lot. The state writes one construction code for all 83 counties, and your city, village or township decides through zoning whether a dwelling of that kind belongs on that parcel.
That means the question "are container homes legal in Michigan" has no useful statewide answer. The useful question is narrower: does my jurisdiction's zoning allow a dwelling or an accessory dwelling unit on this lot, and can a container-based structure be built to the Michigan code and prove it. When people are turned down in Michigan, it is almost always zoning, and almost never the building code.
Michigan's construction code is prepared and promulgated by the director under the Stille-DeRossett-Hale Single State Construction Code Act. Under MCL 125.1504(2) it consists of the International Residential Code, International Building Code, International Mechanical Code, International Plumbing Code, International Existing Building Code and International Energy Conservation Code, plus the National Electrical Code, with Michigan amendments. MCL 125.1508a(1) then says the quiet part out loud: "This act and the code apply throughout the state."
Here is where each part currently stands, which matters more than usual right now (ICC NTA, Michigan code updates):

The pause is real and it is recent. On July 7, 2025 the Michigan Court of Claims entered a stipulated order preventing the department from implementing the Part 5 and Part 10 updates while litigation brought by the Home Builders Association of Michigan and the Michigan Manufactured Housing Association proceeds. While that order stands, the 2015 residential code and residential energy provisions remain valid and in effect (Hilger Hammond, Bridge Michigan).
This is the most useful thing to know about container homes in Michigan, and it rarely appears in national guides.
The Michigan Building Code, effective April 9, 2025, contains Section 3115, Intermodal Shipping Containers. Its scope sentence is plain:
"The provisions of Section 3115 and other applicable sections of this code shall apply to intermodal shipping containers that are repurposed for use as buildings or structures, or as a part of buildings or structures."
Section 3115 is a complete treatment, not a passing mention. It runs through construction documents (3115.2), container identification including the ISO 6346 data plate with manufacturer, date of manufacture, safety approval number, maximum operating gross mass, allowable stacking load and transverse racking test force (3115.3), protection of the wood structural floor against decay and termites (3115.4), under-floor ventilation (3115.5), roof assemblies (3115.6), joints and voids (3115.7), and then structural provisions covering foundations, anchorage, welds and two design routes.
Those two structural routes are worth understanding because they set your engineering budget:
Read those limits carefully, because they describe what a container home usually is not. The moment you join two boxes, cut a long opening in a side wall or remove a section of top rail for a clerestory, you are out of the simplified route and into a stamped structural analysis. That is not a barrier, it is a budget line, and knowing it early is worth real money.
Section 3115 sits in the Michigan Building Code, which governs buildings other than the one- and two-family dwellings and townhouses covered by the residential code. The matching residential hook, Section R301.1.4 of the 2021 Michigan Residential Code, says that intermodal shipping containers repurposed for use as buildings or structures shall be designed in accordance with the structural provisions in Section 3115 of the Michigan Building Code. That is exactly the bridge a single-family container home needs, and it is in the rule set that is currently paused.
Until it takes effect, a detached single-family container home in Michigan is read under the 2015 Michigan Residential Code, which has no container section. The provision that carries the weight instead is R301.1.3: "Where a building of otherwise conventional construction contains structural elements exceeding the limits of Section R301 or otherwise not conforming to this code, these elements shall be designed in accordance with accepted engineering practice." A Michigan-licensed engineer designing your container structure to Section 3115 is the sensible way to satisfy that sentence, and most building departments will recognize it, because it is the standard their own building code already uses. Ask yours how they want it presented before your engineer starts drawing.
If your container home is built in a factory rather than welded together in a field, Michigan has a specific program for it, and the standing it gives you is meaningfully different.
The Bureau of Construction Codes runs a Premanufactured Units Program under Part 11 of the construction code rules, R 408.31101 to R 408.31173. Rule R 408.31106 defines a premanufactured unit as "An assembly of materials or products intended to comprise all or part of a building or structure, and that is assembled, at other than the final location of the unit of the building or structure, by a repetitive process under circumstances intended to insure uniformity of quality and material content." A factory-finished container module fits that description well.
Manufacturers submit a Compliance Assurance Program and receive a Certificate of Acceptability, then submit plans for review and order state labels for approved building systems (LARA Bureau of Construction Codes, Premanufactured Units Program). Once a unit carries that label, R 408.31142 constrains what a local enforcing agency may do. Enforcing agencies shall not withhold issuance of building permits for buildings containing certified building components which in all other respects comply with all applicable construction codes, and inspections of certified units are nondestructive: "Destructive disassembly of certified units and building components shall not be performed in order to conduct these tests or inspections."
Michigan also puts a floor under quality. MCL 125.1508a(7) provides that "The standards for premanufactured housing shall not be less than the standards required for nonpremanufactured housing," with the exception of manufactured homes labeled under the federal standards. A premanufactured unit is not a manufactured home, and that distinction matters when you read a local ordinance that restricts mobile homes.
What stays local. The premanufactured route reaches the building, not the parcel. R 408.31142 expressly leaves the local enforcing agency responsible to inspect site preparation work, including foundations, that is not within the scope of the approval and certification, plus the structural, mechanical, plumbing and electrical connections among units. Zoning, setbacks, land use, lot coverage and utility hookups are all still your city or township's call.
The practical takeaway: a container dwelling built and inspected in a factory under the Premanufactured Units Program arrives with a different, stronger standing than the same boxes welded together on site. If your build is large enough to justify it, ask your fabricator whether they carry the Michigan label.
For most people the realistic container home in Michigan is an accessory dwelling unit behind an existing house, so that is where the ordinance reading below concentrates. All three of our cities have a different answer.
Grand Rapids is the most accommodating of the three, and its accessory dwelling unit standards at Sec. 5.9.03 are specific enough to design against (Grand Rapids Zoning Ordinance, Sec. 5.9.03):
Run the arithmetic. A 40ft high cube is 320 square feet, comfortably inside the 850 square foot ceiling, and two 40ft boxes side by side at 640 square feet still fit. The binding constraint in Grand Rapids is not size, it is that last design sentence. Roof pitch, siding and windows matched to the main house is a real design brief, and it is the reason a Grand Rapids container ADU tends to end up clad and roofed rather than left as bare Corten. Note also that Sec. 5.2.08 bars accessory structures built with materials that do not provide long-term durability, and requires accessory structures of 120 square feet or more to be similar in architecture to the main building in form and slope of roof.
Lansing legalized detached accessory dwelling units recently, by Ordinance 1332 adopted May 5, 2025, at Sec. 1250.04.08 of the Codified Ordinances. The standards are tighter than Grand Rapids and they contain one number that decides the container question outright:
That 400 square foot minimum is the number to plan around. A 40ft container is 320 square feet on its own, below the Lansing floor. A Lansing container ADU therefore needs at least two boxes, or a 40ft plus a 20ft at 480 square feet, and the resulting building has to stay under 15 feet in height and hold a 10 foot separation from everything around it. That is a design brief, not a paperwork obstacle, and it is a good one to hand an architect early.
One nuance that is easy to miss and genuinely useful: Lansing's restrictive shipping container provision, which permits containers only as temporary structures for two weeks with up to two two-week extensions, sits in Sec. 1250.04.01, and that section opens with the sentence "Zoning requirements of this subsection shall not apply to accessory dwelling units." An ADU is governed by Sec. 1250.04.08, not by the temporary container rule. Confirm that reading with the Lansing Zoning Office for your specific parcel before you rely on it, but it is the difference between a six week clock and a permanent dwelling.
Detroit is the most constrained of the three for a container dwelling, and the constraint is in the accessory structure rules rather than in anything about containers. Under Sec. 50-12-454, in the R1 and R2 Districts accessory buildings shall not be occupied for dwelling purposes or used for any business, profession, trade or occupation, except that carriage houses built prior to 1940 may continue to be occupied for dwelling purposes. Sec. 50-13-207 requires accessory buildings in residential districts to be built in the rear yard, Sec. 50-13-208 keeps them at least ten feet from any single- or two-family dwelling, and Sec. 50-13-209 caps buildings accessory to single- and two-family detached dwellings at one story and 15 feet.
The version of Chapter 50 published in the city's code library, codified through mid-2024, contains no general accessory dwelling unit provision. Detroit's zoning is actively amended, so confirm the current text with the Buildings, Safety Engineering and Environmental Department before you conclude anything. The container-specific route in Detroit today runs through the primary dwelling itself, or through industrial and commercial districts where the Michigan Building Code and Section 3115 govern directly.

The single most Michigan-specific part of a container build is what goes underneath it, and the state gives you one number to start from.
Section R403.1.4 of the Michigan Residential Code provides that all exterior footings and foundation systems shall extend 42 inches below actual grade, with the building official permitted to modify that based on freezing temperatures, soil type, groundwater conditions, snow depth experience and exposure (Michigan Residential Code, R403.1.4). Michigan's filled-in Table R301.2(1) matches: weathering "Severe," frost line depth 42 inches, ice barrier underlayment "Yes."
Note that the accessory structure exceptions in R403.1.4.1, which excuse freestanding storage structures of 400 square feet or less of other than light-frame construction from frost protection, do not help you here. Those exceptions are about sheds. A dwelling gets a frost-protected foundation.
Almost everything you will dig into in Michigan was placed by ice. Southeast Michigan, including metro Detroit, sits largely on lake plains of fine-grained glaciolacustrine clay left by glacial lakes at the end of the Wisconsin glaciation. Those clays hold water, drain slowly, soften when saturated and are the reason full basements with drain tile are the regional default. Much of the northern Lower Peninsula and the Upper Peninsula runs the other way: Kalkaska sand, Michigan's official state soil since 1990, is a well-drained sandy spodosol covering close to a million acres across 29 counties (Soil Science Society of America, Michigan state soil, MSU Extension, Evidence of glaciation is everywhere in Michigan). In parts of the western Upper Peninsula, bedrock is close to the surface and the constraint becomes excavation cost rather than bearing capacity.
Why that matters for a container specifically: a container transmits essentially its entire load through four corner castings. It is not a house with a continuous footing spreading weight along a wall. Four point loads on a saturated southeast Michigan clay, or on a poorly compacted sand pad, is how containers end up out of level, with doors that no longer close and roofs that pond water. Section R401.4 lets the building official require soil testing where quantifiable data indicate expansive, compressible, shifting or other questionable soil characteristics are likely to be present. On a container build, get the test whether or not it is demanded. It is cheap next to remediating a settled corner.
Section 3115.8.1 of the Michigan Building Code addresses container foundations directly, and 3115.8.1.1 addresses anchorage. Both are worth putting in front of your engineer at the start rather than the end.
In most of the country the headline structural question for a container is wind. In Michigan it is snow, and the numbers make the case on their own.
Michigan assigns ground snow loads county by county in Table R301.2(5) of the residential code, and they run from 20 pounds per square foot in Wayne, Monroe and Lenawee to 90 in Keweenaw County, with named townships reaching 100. Kent County is 35, Ingham 25, Grand Traverse 60, Marquette 70. Meanwhile a shipping container roof is proof-tested under ISO 1496-1 with a load of 300 kilograms, about 660 pounds, distributed over an area of 600 millimetres by 300 millimetres at the weakest area of the roof (ISO 1496-1, clause 6.8). That test exists so a worker can stand on the roof during handling. It is not a snow load rating, and treating it as one is the most common structural misunderstanding in container building.
The good news is that this is a solved problem: a designed roof structure over the containers, which most Michigan container homes want anyway for insulation, snow shedding and the architectural compatibility standards their zoning imposes. Design it in from the first sketch rather than adding it later.
Wind still deserves attention. Michigan's Table R301.2(1) leaves the design wind speed cell for the jurisdiction to complete, with note d stating that the jurisdiction fills in the wind speed from the basic wind speed map and that wind exposure category is determined on a site-specific basis. So there is no single Michigan wind number to look up. Ask your building department for their filled-in Table R301.2(1) and design to their figures.
Containers are exceptionally strong in compression at the corner posts, which is why they stack nine high on a ship. They are comparatively light for their surface area, which makes uplift and overturning the governing design condition rather than crushing. Anchoring, and the connection between container and foundation, is engineering work for a Michigan-licensed engineer. It is also the part a plan reviewer will look at hardest, and cutting openings in the side walls removes structure that has to be replaced with steel you have calculated, not steel you have guessed at.
Michigan's climate puts two ongoing considerations in front of any container dwelling.
Condensation is the first, and in Michigan it runs from the inside out for most of the year. The state requires Class I or II vapor retarders on the interior side of frame walls in zones 5, 6, 7, 8 and marine 4, which covers all of Michigan, and that requirement is the opposite of what southern codes ask for. The original wood floor is the second. Section 3115.4 requires that wood structural floors of intermodal shipping containers be protected from decay and termites in accordance with the applicable provisions of Section 2304.12.1.1, and Section 3115.5 addresses under-floor ventilation. Container floors are typically marine plywood or bamboo treated for cargo transport, not for occupancy. Decide early whether you are removing it, sealing it or building over it, because that decision changes finished floor height, which changes ceiling height, which is already the tightest dimension in the box.
This is where honest expectations save the most disappointment. Delivered container pricing in Michigan is modest relative to a finished dwelling. Here is what one-trip containers, the usual base for a habitable build, cost delivered as of 6 August 2026.
